Can parents apply for a child performance license? What do we need to do? We have quit the agent but has some work pending for a job they secured us but they are saying that they won’t be applying for license, will be only handling invoice and want new agent to apply. New agent is saying they will not apply as job was secured by old agent. So am wondering how as a parent if and can I directly apply for a license? What are the steps?

It should be the employer who applies for the licence with the parent filling in Part B. If you go onto your local authority child employment section of the website you can usually download the form.
