To defer/transfer or not?

Hi, I just wondered if anyone could offer some thoughts or suggestions, my dd is going in to the 2nd year of college but unfortunately it will be zoom for a while with limited face to face later in the year, the provision offered is much less than she would normally have, I totally understand how hard this must be for the colleges to organise and that combined with the ongoing uncertainty makes things difficult, but having missed nearly 6 months due to lockdown restrictions and then moving in to 2nd year with such a limited timetable, I am wondering about the possibility and whether or not it would be sensible to try to defer and re-start the following September or even to re audition and transfer? I have no idea how easy this would /wouldn't be to do and even if it is a good idea?
