There are lots of different opinions on this.

My opinion is that the timing is not hugely significant.

I think agents look ( briefly) at every submission. If they're interested, they're interested -and if they're not, they're not.

I'd agree - som agents books will be closed no matter what time of year you apply. Depends on what you're going to bring and how well you fit with people already on the books (i.e. they often don't want hundreds of the same type of look - height, hair colour, skin tone etc).
