work permits for two concurrent productions

Hi!
I have been asked on behalf of a former colleague who is not a UK citizen but whose charge has been booked for two roles filming this summer in UK that overlap. What is the law regarding this? The films will shoot in school holidays, one in London and one in Scotland. The child involved is American and 13 years old. Her legal team have been told that she can only have one work permit for one production (license??) at a time for work in UK. Does anyone know the real lowdown? Have tried trawling LEA stuff but cant come up with a reliiable answer.

I wonder if there is some confusion between work permits for non UK citizens and child licences.

Dd certainly had two licences at once when she did panto over Christmas combined with taking part in a local theatre dance festival (time off school required for both). However the LEA need to be confident the child is not exceeding their maximum permistted working hours and the child's welfare will not be affected.
