Tickets for Phantom and how to get the best deal

I asked the same question when we went to see Wicked last year, and got some really helpful answers, so I'm back again. I have a number of visitors arriving from the US next week, and amongst the numerous requests they've made of what they'd like to do in the 6 days that they're here (including a "quick trip over to Paris if there's time"!!!) they''d like to go and see Phantom of the Opera. I'm thinking I can combine a matinee theatre trip on a whistle-stop tour of the capital on an open-top bus tour - but as I'm paying for the tickets, I'm wondering how I can get the cheapest tickets?
Are the booths on Leicester square reasonable - are you guaranteed to be able to get tickets or could you get to the booth and find that they have none for the show you want?
I can buy tickets directly from the theatre, starting at £23 (including booking fee) but there are actually 4 levels in that theatre, and that's the very top level - I'm worried we won't even be able to see!! The tickets for even the level below that are another £10 on top
