I have no personal experience of this agency, but surely any charges and the % charged are in the contract?

Yes they have fees, I think its £199 to sign up then a yearly fee, it's on the website
but they get lots of work and are a good reputable agency with lots of happy children

lots of agencies have a start-up fee, and some of the most reputable ones do too, it's not unusual, I think it's the dodgy modelling agencies you need to be aware of, it's a bit of an urban myth that no-one decent charges any fees, lots do,(some don't) and they are very good, well respected agencies too.
Scallywags are a great agency for general all-round work, modeling, stills, TV , stage, just about all really, their books are large, but they also have some exclusive CD contacts too, the bookers are lovley and I know a few mums who have kids registered with them and are very happy!

Good to know kids are happy with Scallywags. My DS has just been offered a year's free contract with them from them having seen his photo. They've been absolutely lovely and accommodating in arranging our first meet later this week.

Just to clarify the "urban myth" thing:
I know this (NAPM) is mainly a site for children, but there are some young adults actors who look at it too:
No reputable adult actors agency charges a fee for representation.
I know it is different for some children's agencies, model agencies and extras agencies, but no-one should be under any illusions about adult acting agencies. No-one should be under any illusions about the law either - it is illegal to charge an upfront fee, though some fees to cover costs are permitted. (see the link below) It's a law that is often flouted.
It makes sense to look at it with a degree of cynicism too: if the agent can make money by charging you a registration fee, they are likely to be more willing to take on people who may not get much work. It's likely to be easier to make money from registration fees (or whatever term they use to get round the ban on upfront fees) than from commission on work. Upfront fees are illegal by the way, any money charged should only be the appropriate amount to produce and circulate the publication in which the artist appears. It must be a very pretty book/website if they are charging everyone £199.

It might be worth talking this link over with an agent if they are proposing fees you are not comfortable with
